KES is looking to hire a mid-level project manager who, under the direction of the Program Manager, will provide project management oversight in accomplishing all strategic contractual objectives as it pertains to assigned Task Order deliverables, budgeting and schedule. Successful candidate will research, plan, pilot, document, communicate, implement and coordinate task order and customer goals.
Manages Projects, responsible for cost, schedule, performance, and delivery of task order requirements.
Apply project management principles to contract task orders for assignment program area of responsibility to include initiating, planning, executing, monitor and control, and closing.
Utilizing Work Breakdown Schedules, (WBS) and task decomposition, provide estimates, rough orders of magnitude (ROM), basis of estimates (BOEs) and task order quotes to customers for task order funding, while ensure compliance with the Federal Acquisition Regulation (FAR).
Interpret engineering Bill of Materials (BOM) for procurement make/buy decisions and vendor selection.
Management inventories of BOM materials for production, engineering, or system modification integration and fabrication activities. Ensure materials are placed on order with sufficient lead times to maintains schedule.
Interprets fielding plans, statements of requirements, and program materials matrixes, and provides recommendations to government customers for funding requirements and meeting of requirements.
Work closely with Functional Area Managers (FAMs) to articulate funded hours, requirements, schedule changes and customer expectation to ensure completion and delivery.
Conduct internal schedule and risk meetings for the assigned program areas of responsibility, provide detailed instructions, schedule plans, and program requirements to functional area managers and personnel involved in the program task orders.
Provide procurement guidance, ensuring compliance with all Defense Contract Management Agency (DCMA) rules and regulations. Develop Single Source Justification (SSJ) when required and ensure vendor competition is performed to the maximum extent possible.
Maintains records of all estimates, quotes, BOEs, ROMs, and lesson learns as a reference for application to future task orders.
Familiar with IT, engineering, combat systems and military communication/network standard concepts, practices, and procedures within the DOD C4I/C5I-SR arena.
Demonstrated experience and judgment to plan and accomplish goals.
Display the requisite management and support services that ensure the timely and successful fulfillment of task order requirements, including deliverables, performance metrics, and other metrics as determined by the Government, and required technical analysis level of effort.
Attending meetings and brief stakeholders on the status of task order status and risks
Qualifications and Education Requirements:
Bachelor’s Degree or higher in Computer Science, Science, Math, Engineering, Business, Management or related field preferred.
5+ years working as a project manager or 7+ years working as a work center supervisor in a DoD or military environment
Military managerial and C4I experience a definite plus
Must have a DOD Secret Clearance or the ability to quickly obtain one
Experience working in a DOD, military or government agency environment. 5+ years familiarity with a myriad of military and Navy technology/programs including (but not limited to):
Aegis Weapon Systems
Ballistic Missile Defense (BMD)
